DTCCA Welcomes Baroness Taylor to discuss Future of Devolution

The Devon and Torbay Combined County Authority (DTCCA) welcomed Baroness Taylor, Parliamentary Under-Secretary of State at the Ministry of Housing, Communities and Local Government, on Monday 28 July 2025. 

Baroness Taylor met with Board members to discuss the progress made since the DTCCA’s formation and how increased collaboration across the region is delivering tangible results. Councillors shared the needs of their communities and highlighted how initiatives such as the Local Growth Plan and Local Transport Plan will support economic development and improve outcomes for residents. 

Earlier in the meeting, the Board formally approved both Plans – an important milestone that reflects the collaborative work undertaken since the DTCCA was established in February. 

Members also discussed proposals to establish a South West Peninsula Mayoral Strategic Authority, covering at least Devon, Plymouth, and Torbay. This follows a recent letter submitted to the Minister by all Council Leaders in the area, signalling strong regional appetite for deeper devolution. 

Baroness Taylor of Stevenage said: 

“I was so pleased to see the level of ambition and collaboration across Devon and Torbay. The work being done here is a clear example of how local leadership can deliver real change. I’m excited to continue working with the DTCCA and partners across the South West to make deeper devolution a reality and ensure communities benefit from decisions made closer to home.” 

Councillor David Thomas, Chair of the DTCCA, added: 

“We were pleased to welcome Baroness Taylor and share the progress that has been made in such a short time. The approval of our Local Growth and Transport Plans marks a significant step forward, and our discussions around a Mayoral Strategic Authority show our commitment to long-term, place-based leadership. We look forward to continuing this dialogue with government to secure the best outcomes for our region.”
