
The Devon and Torbay Combined County Authority (DTCCA) has published its new Local Growth Plan (LGP), setting out a ten‑year vision to drive inclusive and sustainable economic growth across the region. Developed in collaboration with advisory groups and key stakeholders, the plan reflects the needs and ambitions of Devon and Torbay’s current and future economy.
The Local Growth Plan outlines five strategic priorities:
- thriving places,
- maximising assets for sustainable growth,
- successful bedrock sectors,
- supporting our entrepreneurial region,
- building the skills and talent pipeline.
The priorities were agreed by partners across Devon and Torbay and focus on the strengths of the region including defence, a thriving visitor economy, the natural environment, advanced manufacturing, agriculture, the creative industries and digital technology.
Cllr David Thomas, Chair of the DTCCA, said:
“The Local Growth Plan will be a key enabler for Devon and Torbay over the next ten years as we work to grow our economy for the residents and make a significant contribution to the national growth mission.
The Plan sets out how we can support economic growth by tacking our challenges head-on, including addressing our housing availability problems, our tight labour market and lack of transport, specifically in rural areas. We know, and now have evidence, that we are not maximising our opportunities in certain areas such as overseas trade.
One of our biggest barriers to growth historically has been investment in the region. The planned increases in defence expenditure and investment in clean energy and house building gives us a golden opportunity to attract investment. I’m pleased to be publishing our Local Growth Plan so we can continue to work with partners to unleash our potential.”
The DTCCA will now work with partners and advisory group members to develop delivery plans linked to each of the priorities and a monitoring framework.
