
Organisations are being invited to respond to an Invitation to Tender (ITT) for an open framework covering a range of skills programmes across the greater Devon area. The framework includes Adult Skills Fund (ASF), Free Courses for Jobs (FCFJ), Skills Bootcamps, and other adult learning and skills programmes. The framework will run for an initial three-year term, with an option to extend for up to two additional years.
Developed by Devon County Council (DCC), the framework is designed to provide greater flexibility in procurement over multi-year programmes. While DCC will oversee and host the framework, other public sector bodies, such as the Devon and Torbay Combined County Authority (DTCCA) and Torbay Council (TC), will be able to award contracts through it.
The introduction of this framework will streamline the commissioning of skills programmes across Devon, Plymouth, and Torbay. By replacing the previous annual and resource‑intensive procurement model, the framework aims to deliver a more efficient, transparent, and sustainable approach that provides better value for public funding.
From 2026, the DTCCA will assume devolved responsibility for the ASF and FCFJ for the Devon and Torbay administrative areas, using devolved funding provided by the Department for Work and Pensions (DWP) and Department for Education (DfE). This will enable locally commissioned skills provision from the open framework for the 2026 to 2027 academic year.
Further detail on funding devolved to the DTCCA is set out below:
- The Adult Skills Fund will support adult learners, aged 19+ in Devon and Torbay, in gaining essential skills and qualifications that are up to Level 2, with some Level 3 qualifications for those aged 19 to 23, to improve employability, career progression, and participation in the workforce. This includes GCSEs, awards, certificates, and diplomas in vocational and technical subjects, and qualifications in English, Maths, and Digital.
- Free Courses For Jobs is targeted at Level 3 qualifications, to support adults, aged 19+ in Devon and Torbay, who meet the definition of unemployed or below the earnings threshold, to develop new skills to improve their prospects in the labour market. In accordance with DfE and DWP funding rules, providers must have ASF provision to be eligible to deliver FCFJ provision.
