The CCA has responsibility for strategic transport so that we can support economic growth. We will work to improve the efficiency and co-ordination of public transport including providing a single ticketing system for travellers and investment in services to provide greater access to public transport.
The Devon and Torbay Local Transport Plan 4 (LTP4) is the strategic document that sets out the priorities for transport across the county between 2025 and 2040.
We adopted the LTP4 in July 2025.
Concessionary Travel Scheme
As part of the work to deliver a consistent public transport system across the region, a new Concessionary Fares Scheme has been published.
Concessionary travel helps disabled residents stay independent by providing free travel for one person travelling with a disabled person who is using their National Bus Pass. It makes it easier and more affordable to get to medical appointments, go shopping and take part in social activities, all of which help reduce loneliness.
You can apply for a Companion Pass if you:
- already have a Council-issued National Bus Pass
- are aged 11 years or over
- have a severe disability and would find it extremely difficult to access local bus services without the assistance of a travelling companion.
Devon County Council and Torbay Council will continue to administer this scheme and issue National Bus Passes. From 1 April 2026, all new passes will feature the DTCCA logo.

Notice of intention to make an Enhanced Partnership (EP)
Date: 9 April 2026
At Torbay Councils Enhanced Partnership meeting on 5 March 2026 and Devon County Council’s Enhanced Partnership meeting on 9 March 2026, approval was given to proceed with the development of an EP under the Devon and Torbay Combined County Authority.
The commencement of this is confirmed through this notice of the intention to prepare an EP Plan and accompanying EP Schemes, as required and set out in section 138F of the Transport Act 2000.
An Enhanced Partnership is an agreement between a local transport authority and local bus operators to work together to improve local bus services. It includes a clear vision of the improvements that the partnership is aiming for and accompanying actions to achieve them. The local transport authority has formal responsibility to form the partnership. They can only proceed with proposals if they have the support and input of local bus operators.
