Business Advisory Group


The Business Advisory Group serves as the voice of business, providing advice, guidance, and insight to the Devon and Torbay Combined Authority to support informed local decision making on strategic economic planning for Devon and Torbay.

The group have been key in the development of our plans and strategies, providing representation for businesses across the region. Members of the advisory group have taken part in engagement workshops, reviewed draft plans and attended group meetings to ensure the plans and strategies of the DTCCA are truly representative of business needs in our area.

Business Advisory Group Leadership

  • Alan Dykes – Chair

    Alan chairs the Devon and Torbay Business Advisory Group (DTBAG). He has a broad manufacturing background spanning food products, plastics, iron pipes, drainage covers, valves for oil, gas and nuclear sectors, garage lifting equipment, and electronics with TDK, following earlier roles including Virgin Trains.

  • Carmen Hanif – Vice Chair

    Carmen is a Regional Business and Stakeholder Manager for the Federation of Small Businesses (FSB) which she joined in 2023. The FSB is the UK’s leading membership organisation for small businesses and the self-employed.

  • Simon Beer

    Simon is a Director of Bigwave Marketing, a leading Southwest marketing agency that supports the growth of organisations that have a positive impact on their communities. The diverse range of clients includes charities, local authorities, social enterprises, and private sector businesses from accountancies to zoos.

  • Nora Corkery

    Nora is the Chief Executive Officer of Devon Communities Together (DCT), the Rural Community Council for Devon, a member of the National Network Action with Communities in Rural England (ACRE). Nora is the founding and current member of the Torbay, Plymouth and Devon VCSE Assembly.

  • Dee Gill

    Dee is Managing Director at Business Information Point (BIP) after being with the company for 20 years. BIP provides accessible business advice and support to rural and land-based businesses right across the South West.

  • Rob Passmore

    Rob leads Additive.earth, an ESG Venture Factory transforming systemic environmental and social challenges into scalable solutions. Under Rob’s leadership, the platform advances ventures like Additive Catchments and Additive Seaweed, driving the net-zero transition through systemic and scalable solutions.

  • Chris Wardle

    Chris is the Chief Manufactoring Officer at QLM Technology Ltd. and has over 25 years of experience in operations, manufacturing and engineering, having held general management, senior operations and leadership positions in optoelectronics, volume electronics, instrumentation and the aviation and aerospace industries.

  • Julie Hawker

    Julie is CEO at Cosmic, a Devon-based provider of digital skills, web and IT services, and digital business support. The Cosmic Team is heavily involved in delivery of multiple programmes supporting businesses and VCSE organisations in the Devon and South West region.

  • Peter Morrish

    Peter is the the Technology and Customer Services Manager at CMTG, where he leads the team that designs, installs, and supports our sensing and data systems across aerospace, defence, and industrial applications. He also serves as Chair of Northern Devon Futures and Co-Chair of One Northern Devon, working with partners to support regional growth and community wellbeing.

We’re always on the look out for individuals in the region who want to make a difference. Join us today to influence change, network with other business leaders and drive investment into Devon and Torbay.

  • Who we’re looking for

    Someone who can:

    1. provide business insights and expertise to guide the CCA’s strategic priorities and help it make informed and impactful investment decisions.  
    2. foster relationships with influential stakeholder groups in or outside our area, bringing a wealth of knowledge and evidence to help inform decision making.
    3. articulate the needs of small and medium sized enterprises, urban, rural and coastal economies, social enterprise and voluntary sector and local communities.  
    4. market and championing our area. 
    5. appraise strategic investment, risks and management of resources. 
    6. shape transformational change. 
    7. lead key sector opportunities and addressing barriers to growth.

    Email dtcca.contact@devon.gov.uk. with your CV and a cover letter explaining why you want to become a member of the Business Advisory Group and detailing your suitability for the role.

  • Recruitment

    Once your application has been received it will be reviewed by the relevant governance officer and submitted to the Chair and Vice-Chair of the advisory group.

    If successful, you’ll be contacted for an interview.

  • Commitment

    The Business Advisory Group meet a minimum of six times per year, no more than monthly. Members are asked to review and comment on strategic documents outside of regular meetings.
